EU’s definition of “extremist”

In the EU’s “internal” report on East Jerusalem (which was leaked to ICAHD, and has been published online), right-wing Israeli groups are referred to as: “private settler organisations or affiliated extremist bodies, including Ateret Cohanim, Western Wall Heritage Fund, Temple Mount and El Ad.”

Why are these organizations condemned as “extremist,” while radical ICAHD is considered reliable and quoted in the report.

Is it because ICAHD’s political views on the Arab-Israeli conflict correspond with those of the authors of the report?
